Hopefully you will already be aware of DWP’s new £2.9 billion Restart scheme, due to launch in Summer 2021 which is due to support over 1 million Universal Credit customers towards employment.

As part of our drive to maximise transparency across our provider market and stakeholder network we are making our commercial tender documentation including the specification, draft contract terms and conditions and other competition details available to all organisations operating in the market, interested parties and key stakeholders.

We hope this will help any potential subcontractors to better understand the service we are looking for and support collaboration across the market and allow stakeholders understand the scope of the service and requirement for local integration and the support we are seeking for our customers on provision.

ERSA Member Capita wins contract to help jobseekers in Scotland made unemployed in the pandemic find work

Capita plc today announces that it has won a new £21.7m contract to run the Job Entry Targeted Support (JETS) programme in Scotland.

JETS is a Department for Work and Pensions (DWP) programme designed following the Covid-19 pandemic to support jobseekers across the UK, who have been unemployed for between 13 weeks and 12 months, find work.

The programme has already had early successes across England and Wales since it launched in October – with more than 40,000 jobseekers referred to the programme in its first 50 days, equating to around 800 per day.

The award follows a competitive bid process through the UK Government’s Commercial Agreement for the provision of Employment and Health Related Services (CAEHRS) framework. The contract is for 12 months, with the option of a year’s extension.

Research shows that the longer a person is without a job, the harder it is for them to find employment. The Covid-19 pandemic has made this challenge more acute, as there is now a mismatch between the sectors losing jobs, such as hospitality, and those hiring, like social care.

Capita has a strong understanding of this employment and skills challenge and extensive experience delivering and designing digital services that support diverse groups of vulnerable people. The company has used this expertise to develop a tailored programme to help jobseekers transition from unemployment and into growing sectors of the UK economy.

Capita will manage its supply chain partners – including Wise GroupThe Lennox Partnership and Reed – to provide jobseekers with skilled advisers who will provide specialist and local support tailored to their needs.

All jobseekers referred to JETS will meet every 10 days with their adviser who will work with them to improve their knowledge, skills and confidence, and help them identify, apply for and secure suitable job roles. Participants in the programme will benefit from interview and CV coaching, and will use a Capita-developed online portal which will give them access to:

  • A learning management system with:
    • Online learning which will provide participants with opportunities to get new qualifications for sectors of the economy that are growing.
    • A skills library for participants to measure their existing skills and knowledge to help them decide which are the most appropriate online courses to complete.
  • A digital CV builder to help them apply for jobs.
  • A live job feed which links to their CV to help the participant find employment opportunities.
  • An action plan, devised with their JETS employment adviser, and online calendar to track their progress.

Meet the Primes of CAEHRS

Following the announcement on 5 October for  DWP’s new Commercial Agreement for Employment and Health Related Services (CAEHRS), ERSA, the voice of employment support, will facilitate a series of ongoing meetings for its membership. ERSA Forum meetings, developed by the sector, for the sector are a place for member organisations to come together, to collaborate, share good practice and support the nations learners and jobseekers. 

On Friday 23 October, ERSA’s Chief Executive, Elizabeth Taylor hosted a virtual event bringing together the CAEHRS Framework organisations and the wider sector. We were thrilled to be joined by 20 of the 28 organisations on the framework for the afternoon. With over 200 organisations with an interest in working with those on the framework, we think this is a great start to the looming task ahead.

Tier 3 Background
 
As you are aware the DWP has recently concluded the CAEHRS (Tier 1 & 2) competition, which is a Framework style agreement for Employment and Health Related Services.  This is intended as the primary commercial vehicle for DWP Employment Provision over the next 5 years.  It is replacing the existing agreement which runs out in January 2021.
 
You will recall that the original CAEHRS design included a third tier, however following feedback from market engagement activity it was decided that Tier 1 and Tier 2 would be included in the recent competition.   DWP are currently considering the design of Tier 3 which they expect will predominately be focussed at the VCSE, SME and specialist organisations within the Employment market.  
 
FSF DPS 2 Background
 
The DWP Dynamic Purchasing System for provision of work-focused activities known as the Flexible Support Fund DPS (FSF DPS) was established in 2016 and was introduced to provide a much quicker route to market for the procurement of smaller scale, local provision to support claimants into work and is used to undertake all commercial activities for procuring provision for FSF.   FSF DPS 2 is the replacement for FSF DPS, which is due to expire in October 2021.
 
Next Steps
 
As a result, the DWP are looking to commence early market engagement activity for Tier 3 and FSF DPS 2, to seek feedback and ideas on the development of these projects.   This will provide the opportunity for the market to input into the design of both of these future initiatives.
 
The first stage of the market engagement activity is the issue of a Survey which will be available to access on Citizen Space on or around 30 October 2020. 
 
Make sure you are registered on Jaggaer
The Survey link will be sent to organisations via a Jaggaer broadcast message.   The message will be sent to email boxes of organisations that are registered in Jaggaer.   The message will come from the following e-mail address auto-alert@bravosolution.co.uk   Where the DWP hold any organisations contact details, that have previously expressed an interest in DWP competitions, but haven’t registered on Jaggaer those contacts will advise them about the survey via e-mail.

The DWP has recognised aligned timescales with other Surveys across the Employment Category therefore the Survey that will be issued will also include questions on the following areas;

This approach has been taken to help the market and to avoid confusion by issuing multiple Surveys with competing timelines.

DWP’s new framework for employment and health related services announced

DWP’s Commercial Agreement for Employment and Health Related Services 

ERSA is pleased to be able to inform you of the organisations on Tier 1 and Tier 2 of the DWP Commercial Agreement for Employment and Health Related Services (CAEHRS).

In total the DWP received submissions from 61 organisations with a total of 171 compliant submissions across the 7 regional lots. Overall, this has resulted in a total of 28 organisations being awarded a place on CAEHRS, 21 of which have multiple places and 7 have single awards.

As set out during this competition the design of CAEHRS allows the department to offer further places they become available. The department does not currently have any plans to undertake further activity at this time but will formally notify the market as appropriate. Those that have been unsuccessful on this occasion are able to bid for future opportunities on CAEHRS.

As communicated previously CAEHRS is already planned to be used for Scotland JETS delivery in Regional Lot 7 later this month and the Long-term unemployment programme that subject to further decisions will be outlined shortly.

ERSA’s Chief Executive, Elizabeth Taylor said “This announcement is welcomed by the sector. ERSA is scheduling a series of events to provide more information about the successful organisations and the DWP’s plans, these events will keep the sector informed, build partnerships, and enable collaboration”.

Commercial Agreement for the Provision of Employment and Health Related Services (CAEHRS)

CAEHRS is a framework facility designed to facilitate the provision of employment and health related services to the government and other contracting bodies across England, Wales and Scotland. It will run for a maximum of five years with a ceiling value of up to £7.5 billion.

The framework will cover England, Scotland, and Wales and it will be split into seven contracting lots. This can be broken down further as necessary to contract in smaller areas.

The framework approach formalises a list of suppliers that DWP (and other contracting authorities) can contract with for future call-offs. These suppliers will meet DWP’s minimum standards, including financial viability, and will have the quality and capability to deliver our future requirements.

The OJEU notice was published along with all the Invitation to Tender documentation, which includes the instructions to bidders and Specification.

The Department for Work and Pensions (DWP), has launched a new Commercial Agreement for Employment and Health Related Services (CAEHRS). This new framework will be replacing the existing Umbrella Agreement which is due to expire in January 2021. CAEHRS will be the primary vehicle through which the Department will contract with the market from Employment services for the next 5 years. The Agreement has been given a preliminary indicative value of £7.5bn for those 5 years. CAEHRS is a framework which is designed to facilitate the provision of Employment and Health related services to the government and other contracting bodies across England, Wales and Scotland. It will run for a maximum of 5 years with a value of £7.5bn.
 
The DWP held two webinars on 24 and 25 June which provided detail about the agreement / procurement. Any organisations that missed those will be able to view the slides and speaker notes from those events alongside a Q&A log on the Jaggaer e-Procurement system. 
 
The DWP are also planning to hold a series of focus groups for organisations that are interested in bidding for a place on the CAEHRS, including a specific event for Scottish organisations to be held in conjunction with Scottish Government. Information will be released, confirming specific times and dates for these events in due course, ERSA will circulate those. Update as of 15 July: DWP/Scottish Government are yet to release further information on these focus groups. 
 
Please note, ERSA will continue to share details as they are known, however all organisations with an interest in CAERHS are urged to register through Bravo where you will find the most up to date information and Q&A log. All questions should be submitted via the system and also to indicate interest in taking part in the focus groups or bid for a place on the agreement.

CAEHRS is not only available to the DWP but will enable future contracted provision to be called off by other contracting authorities including the Scottish Government, Local Authorities, Devolved Deal Areas, Local Government Partnerships, Other Government Departments and Arm’s Length Bodies.
